Development of the TB/DM section was coordinated by the WHO GTB in collaboration with the WHO Department of Noncommunicable Diseases, Rehabilitation and Disability. Systematic reviews were commissioned on considerations for implementation of existing WHO recommendations. In October 2023, WHO convened a stakeholder consultation with a wide range of experts and representation from all WHO regions to provide input to the guidance. This consultation included participants with expertise in programmatic implementation and clinical practice and also representatives of civil society and of people with lived experience of TB and diabetes.
Participants of the stakeholder consultation completed a WHO form for declaration of interests. All declarations were evaluated by the WHO Steering Group for any financial or other conflict of interest that might warrant exclusion from participation or from certain discussions of the consultation. The completed forms were summarized and presented at the stakeholder consultation. The evidence reviewers and external peer reviewers also completed a WHO declaration of interests’ form. A number of stakeholders had conducted studies and reviews or work relating to the topic, however this was not considered a conflict of interest for the consultation. Expertise on the topic was considered an important criterion for selection, and the diversity and representation in the Group was large enough to balance any individual member’s intellectual interest. None of the declared interests were considered significant in relation to the specific objectives of the meeting. A summary of declarations provided can be found in Annex 1.
